Criminal proceedings
Repeatedly interrogated during the investigation of the activities of the mayor Anatoly Sobchak and members of his entourage.
Appeared in the materials of criminal case No. 144128, initiated in 1999 in connection with the financial operations of the Twentieth Trust corporation. Kudrin signed agreements on granting state loans to the company for several million dollars. Money was cashed out through firms in Spain, Finland, Sweden, Germany, Belgium, Ireland and the USA.
He testified in criminal case No. 694259, the subject of the investigation was the criminalization of the funeral services market. The case mentions an order signed by him for the burial of unclaimed bodies. Kudrin was in charge of execution. According to investigators, the number of unclaimed bodies in St. Petersburg was systematically overestimated, and funding was embezzled. According to the statement of the descendants of Alfred Nobel, during a personal meeting with Kudrin, his assistant took money from them in cash (in Swedish kronor) to restore the graves of the Nobels at the Smolensk Lutheran cemetery. The cemetery workers, in turn, testified that this amount did not reach them and was stolen. During the interrogation, Kudrin admitted the fact of contacts with the Nobels, but denied that he received currency from them.
In 2000, he was involved in criminal case No. 31913, being summoned for interrogation. Abuses with housing loans, which Kudrin distributed at the expense of the budget among his St. Petersburg employees, were investigated.
Employees of the Economics and Finance Committee of the Mayor's Office, which was headed by Alexei Kudrin, appeared in key episodes of the criminal case of the Renaissance real estate company. This firm built luxury housing and, in exchange for various services, donated apartments to city officials, including the family of the mayor of St. Petersburg.

Minister of Finance
Since May 18, 2000 - Deputy Prime Minister of the Russian Federation - Minister of Finance of the Russian Federation.
September 24, 2007 - May 7, 2008 - Deputy Prime Minister of the Russian Federation - Minister of Finance of the Russian Federation. From May 7 to May 12, 2008, he continued to act until the appointment of a new government.
In July 2007, he said that the economic policy pursued in Russia and the high rates of economic development would allow Russia to become one of the six largest economies in the world in the next 10 years. Three years later, in 2010, Russia ranked 6th among the countries of the world in terms of GDP at PPP.
On May 12, 2008, he was appointed Deputy Prime Minister of the Russian Federation - Minister of Finance of the Russian Federation in the new government of V. V. Putin.
Since October 17, 2008 - Member, since December 3, 2008 - Deputy Chairman, since January 4, 2010 - Chairman of the Council under the President of the Russian Federation for the Development of the Financial Market of the Russian Federation.
Since January 11, 2010 - Member of the Government Commission for Economic Development and Integration.
In the spring of 2011, he received an offer to head the Right Cause party, which he refused. As he stated in September 2011, “the supposedly existing opportunity to head the Right Cause was in fact absent for me. I did not consider for myself the prospect of participating in an artificial project that, in fact, discredits the liberal democratic idea. ”, In December he also said that he refused, because he considered that it was necessary to create a new right-wing party, and Right Cause “with not quite people understandable to him, and even with a certain control of the Kremlin, will be incapacitated.”
On September 25, 2011, in a conversation with reporters in Washington, where he participated in a meeting of the International Monetary Fund, he announced significant disagreements with President Dmitry Medvedev and refused to work in the proposed future Medvedev government, which may arise after the 2012 presidential election. The motives for disagreement are the growth of military and social spending, the dependence of the budget on oil prices. On September 26, 2011, Medvedev, dissatisfied with the criticism addressed to him, sharply scolded Kudrin in front of television cameras, and invited him to resign. In the evening of the same day, on the proposal of the Chairman of the Government of the Russian Federation Putin, Kudrin was dismissed from the post of Deputy Prime Minister and Minister of Finance. By decree of the President of the Russian Federation, Kudrin was also removed from the Security Council of the Russian Federation.
Over the years, the sharpness of the conflict between Kudrin and Medvedev subsided, politicians have repeatedly met with each other in a businesslike and friendly atmosphere. Thus, on September 21, 2016, Kudrin and Medvedev discussed the main priorities and goals of the Russian Development Strategy for 2018-2024.
After the resignation from the post of head of the Ministry of Finance
In early October 2011, Putin announced that Kudrin would "remain on the team" and continue to work. Putin noted that Kudrin is "a useful and necessary person for us."
On October 11, Kudrin was expelled from the government bodies, which included ex officio. He was removed from the government commissions in which he was a member, as well as from the organizing committee for the preparation and holding of the Krasnoyarsk Economic Forum and the Supervisory Board of the organizing committee "Russia - 2018".
In December 2011, Putin reiterated that Kudrin "didn't leave my team anywhere." Putin described Kudrin as "my very old, kind comrade, close, and I will even say that this is my friend." Putin said that he and Kudrin had disagreements on some issues, but these disagreements were not of a fundamental nature.
On the night of December 24, 2011, Kommersant-online published an article by Kudrin, in which he agreed with the slogans voiced at the rally on Bolotnaya Square on December 10. During a speech at a rally on Sakharov Avenue in Moscow, Kudrin called for early parliamentary elections.
On April 5, 2012, he headed the "Committee of Civic Initiatives" created by him and a number of other politicians and public figures as a non-partisan association of professionals in key areas (in the economy, science, education, healthcare, culture) "in order to determine and implement the best option for the development of the country."
The prerequisites for the creation of the Committee were the December events - the 2011 elections and the subsequent rallies on Bolotnaya Square on December 10 and on Sakharov Avenue in Moscow on December 24, 2011. "The past elections have demonstrated the desire of citizens to really influence the state of affairs in our country, to choose the course of its development," the Statement on the Creation of the Civil Initiatives Committee, published on Kudrin's official website, says.
In April 2012, a number of political analysts expressed the idea of the advisability of appointing Kudrin to the post of prime minister instead of Medvedev.
Some political scientists also believe that Kudrin is capable of becoming "an effective prime minister on the level of Stolypin and Witte."
On June 8, political scientist Dmitry Ermolaev announced the need to return Kudrin to the government.
April 25, 2013 Kudrin took part in the TV show "Direct Line with the President of the Russian Federation V. V. Putin." Among other things, the president mentioned the personal unwillingness of the former head of the Ministry of Finance to return to power structures.
On November 1, 2013, he joined the Presidium of the Economic Council under the President of the Russian Federation.
In February 2014, information appeared in the media that Kudrin joined the United Russia party in 2004, but hid this from the public. Kudrin himself denied these allegations.
Since March 2015, he has been the Chairman of the Board of Directors of NPF "Future" (until June 2015 - NPF "Welfare OPS").
On June 18, 2015, Kudrin came up with the idea of holding early presidential elections in Russia. United Russia saw in this initiative a threat to stability in society, and State Duma deputy from Just Russia Mikhail Yemelyanov considered this an entry into the presidential race.
During the direct line in 2016, Putin announced that Kudrin would actively work in the expert council under the president on issues on the development strategy of the Russian Federation in the period after 2018, because he "wants to contribute to solving the problems facing the country" .
On April 20, 2016, Kudrin agreed to head the board of the Center for Strategic Research. On April 30, 2016, by Putin's decree, Kudrin was appointed Deputy Chairman of the Economic Council under the President of Russia.
Economic policy and views
Kudrin considers himself a liberal spectrum of economists. During Kudrin's leadership of the Ministry of Finance of the Russian Federation, a large-scale tax reform was carried out: a “flat scale” of income tax of 13% was introduced, turnover and sales taxes were eliminated, VAT and income taxes were reduced, the total number of taxes was reduced three times, many loopholes in the legislation used for tax evasion have been eliminated, internal offshore companies have been liquidated, etc. As a result of the tax reform, the tax burden has been reduced for almost all types of businesses. A budget reform was also carried out, a Stabilization Fund was created, and the volume of the state external debt was sharply reduced. If in the late 1990s Russia's public external debt exceeded 100% of GDP, by 2011 its volume had fallen to one of the lowest in Europe.
Kudrin is an adherent of a conservative budget policy. For most of his tenure at the Ministry of Finance, Russia's federal budget ran a surplus.
In 2011, at the Krasnoyarsk Economic Forum, he described his vision of Russia's economic problems and development prospects, pointing out dependence on the oil and gas sector among the risks.
In December 2011, shortly after Kudrin's resignation as finance minister, Russian Prime Minister Vladimir Putin said that Kudrin had "done a lot to strengthen the country's economy." Putin said he was proud that a man like Kudrin worked in his government.
Since the end of May 2017, the authorities in Russia have begun discussing expert developments on the program of economic reforms since 2018, and Alexei Kudrin, in an article for Kommersant, talks about how, from his point of view, ideas look that, in principle, cannot be used in future reforms.
Criticism of Kudrin's economic policy
The Chairman of the Central Bank of the Russian Federation in 1992-1994 and 1998-2002, Viktor Gerashchenko, in 2016, extremely negatively assessed the economic policy pursued by Kudrin as Minister of Finance.
