Since March 2003, he has been a member of the Presidium of the Central Committee of the Communist Party of the Russian Federation, since July 2004 - Secretary of the Central Committee of the Communist Party of the Russian Federation for organizational and personnel work. He also heads the organizational department of the Central Committee of the Communist Party.
In the summer of 2010, after the dissolution of the bureau of the Moscow city committee of the Communist Party, he was appointed head of the working group of the Central Committee of the Communist Party of the Russian Federation, which was later transformed into the Organizing Committee for the convening of the conference of the Moscow City Committee of the Communist Party of the Russian Federation. On December 18, 2010, he was elected First Secretary of the CPRF MGK. February 24, 2013 was elected Deputy Chairman of the Central Committee of the Communist Party.
On September 23, 2014, he criticized the Russian authorities in the State Duma because of the corruption taking place in the country and warned against repeating in Russia the same situation as in Ukraine, when people rebelled on the Maidan due to corruption of the authorities. In addition, he said that about 40 deputies provided information about the available real estate and securities, but even more of those who continue to hide their accounts and foreign real estate. State Duma Speaker Sergei Naryshkin asked Rashkin to provide facts confirming his accusations, but, having received only a list of parliamentarians with foreign real estate from open sources, he instructed the ethics commission to evaluate the speech, urging Rashkin to apologize. Rashkin himself said that he did not see "a subject for apologies", because the statements are based on "invoice", because owning real estate abroad also means that the owner clearly has an open account in a foreign bank, and this is prohibited by law. The deputy supplemented his explanations for the ethics commission with materials from the blog of the opposition leader Alexei Navalny, in which he accused the vice speaker of the State Duma from the Liberal Democratic Party Igor Lebedev, United Russia deputy Alexander Babakov and senator Andrei Klishas of having undeclared foreign real estate.
A meeting of the ethics commission can give three possible solutions: to issue a censure to the deputy, to invite him to publicly apologize, or to recommend the State Duma to vote for depriving him of his speech at plenary meetings for up to one month.
On October 13, 2014, Valery Rashkin introduced a bill to the State Duma prohibiting officials and their families from owning real estate abroad. In case of violation of these norms, Rashkin proposed to dismiss civil servants from their posts. The parliamentarian suggested introducing such restrictions at least for the period while “every third Russian lives below the poverty line” and noted:
In February 2015, he was included in the list of individuals and companies that the EU considers responsible for destabilizing the situation in eastern Ukraine. Those on the sanctions list are banned from entering the EU, and their assets in its territory are frozen. In September 2015, he was included in the sanctions list of Ukraine.
Personal life
Married, has two sons. Master of sports in mountaineering, champion of the RSFSR (1987), bronze medalist of the USSR championship (1990).
